The household as production facility for the next cohort. The privatization of raising. The unpaid reproductive shift, performed in addition to the productive shift.

5.3.1The Household as Facility

The Phase-V household is the production facility for the next cohort of Phase-I subjects. The Office's population-management mandate requires that the facility operate at scale across the cohort; the Office's productivity mandate requires that the facility's costs be privatized to the household. The two mandates are reconciled by the standard Phase-V household economic structure: dual-income (when partnership consolidation is complete), debt-financed dwelling, and the unpaid second shift.

The framing presented to the subject is the language of fulfillment. "Children are the joy of life." The Office endorses the framing.

5.3.2Natal Registration Confirmation

On the birth of a Phase-V household's first child, the Office issues a Natal Registration Confirmation. The document folds the child's freshly-anchored C-ID into the household's Phase-V Tax Identity. A specimen is shown below.
